Balloon dolls come in and out of fashion throughout history but these are actually very old dolls! One of the oldest, if not the oldest, showed up in toy stores across America in 1938. An advertisement for that Tumbling Dummy is shown below.
These dolls have weighted bottoms and are filled with air, just like a balloon. Heavier rubber or plastic is used to give them longer play than regular balloons. Sometimes they come with extra features like squeaky parts, bells or sound.

"New Oak Balloon" This tumbling dummy is a popular new balloon offered by The Oak Rubber Company, Ravenna Ohio. It is a two-part balloon, body and head, inflating 20 inches high overall. Both head and body are printed in two colors. Furnished with cardboard feet, and packed individually in a colorful glassine envelope."
Modern balloon dolls in this video are shaped like animals.
